现在我国仪器仪表已经形成了门类比较齐全，具有一定技术基础和生产规模的工业体系，成为亚洲除日本以外的第二大仪器仪表生产国。然而，因为我国仪器仪表行业起步晚，与国外先进产品相比仍有较大的差距。

所以党的十七大提出，提高自主创新能力，建设创新型国家是国家发展战略的核心，是提高综合国力的关键。企业提升科技创新能力，已经成为刻不容缓的历史使命。
